Request for Bid: Odyssey House Transitional Housing Program Plumbing Line Safety Project
Odyssey House is seeking qualified contractors to submit sealed bids for the Transitional Housing Program Plumbing Line Safety Project funded through Salt Lake County. We invite interested and experienced contractors to participate in the bidding process.

Project Overview:
Project Name: Transitional Housing Plumbing Line Replacement

Scope of Work: This project involves replacing the main sewage line to the Anchor East facility to eliminate the flooding caused by the current worn, rusted-out pipeline. 

The project's primary goal:
Permanently repair the worn, rusted-out main plumbing line to the facility. The main sewage line plumbing replacement for the building will result in:
1. Successful installation of the main plumbing line.
2. Eliminate flooding from the sewage backup in all apartments affected.
3. Eliminate the need for expensive biannual line-flushing required to mitigate flooding. 
4. Increase client safety, satisfaction, and comfort when residing in the facility.

A mandatory pre-bid meeting will be held on March 22 2024 from 9:00-10:00 am at 218 East 4500 South, Murray UT 84107. Attendance is required for all prospective bidders.

Deadline for Questions: 5:00 PM Tuesday, 03/27/2024

Answers to questions: Noon, Friday, 03/29/2024

Proposals Due: 5:00 PM Sunday, 03/31/2024
All bids must be submitted by March 31, 2024, at 5:00 pm. Late submissions will not be considered.

Bid Opening: 10:00 AM, Monday, 04/01/2024Contractor Selection: 5:00 PM, Monday, 04/01/2024

Bid Requirements:
Notice to all prospective contractors: This project will be a FEDERALLY FINANCED COMMUNITY DEVELOPMENT PROJECT. All rules and regulations governing such projects will be applicable. The contract is to be awarded to the lowest responsible and responsive bidder, whose bid meets the requirements and criteria set forth in the request for bids. Requirements for prevailing wage rates and certified payrolls apply as it is subject to the Davis-Bacon Act.

Salt Lake County strongly encourages that employment and other economic activities generated by HUD-assisted projects, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance four housing. 

All prime contractors participating in this project must have a Unique Entity ID (UEI) number and be registered on the federal System for Award Management (SAM) at sam.gov. Prime contracts must also verify on sam.gov and maintain documentation that all subcontractors on this project have not been debarred by the federal government.
